A blind on the open side of a balcony is the simplest way to make it usable on a hot afternoon — if it is the right kind of blind, fixed the right way.

Time of day
Split bamboo: you see out but not in by day, and the breeze still moves. At night, lamps on, the view reverses.
In short
For most Goan balconies, choose either a bamboo chik for a natural, breezy shade or an outdoor screen blind in a mesh fabric that cuts sun and glare while letting air through. Fix it to the slab, add side guides or hooks so the wind can't swing it, and roll it up on the wettest, windiest days.

A bamboo chik is the traditional answer and still one of the best. It filters the light into stripes, keeps the balcony breezy, and suits Goan houses and older flats. It does need a little care: bamboo wants to dry between showers, and a chik left rolled up wet will mark.
An outdoor screen blind uses a coated mesh fabric. It is more uniform in look, blocks more of the heat and glare, and simply rinses clean. On a modern apartment balcony or a west-facing terrace in full sun, it usually does a better job than chik.
Fix the blind into the ceiling slab or a beam, set back from the front edge where plaster tends to crack. On the open side, the bottom of the blind needs to be held — by side guide wires, channels, or cords tied to hooks — so the wind cannot swing it into the railing or the glass.
Near the sea, the brackets, chains and screws should be aluminium or stainless. Painted steel brackets begin to rust at the edges within a year in coastal air, and the rust runs down onto the blind.
For a balcony you want to sit on in the late afternoon, an open-weave chik or a mesh with moderate openness is usually enough — it takes the heat out of the sun without making the balcony dark. A tighter mesh suits a balcony that faces close neighbours and needs privacy as well as shade.
Balconies that are glazed in, or used as a small study or utility, behave more like rooms; there a roller or zebra blind on the inside of the glass may make more sense.
Every balcony blind should be easy to raise. On a stormy day, rolled up and secured is safer than down and flapping. A cord lock that holds firmly, or a motor on a long run, makes that a ten-second job rather than one you skip.
In Goa
From March to May the west sun is the problem, and an outdoor blind earns its keep every afternoon. From June to September the problem is wind and driving rain: keep the blind rolled up during storms, let a wet chik dry fully before rolling it, and rinse salt and grit off a mesh blind after the rains.
If you leave Goa for the monsoon, have chik blinds taken down and stored dry rather than left rolled on the balcony for four months.

FAQ
Bamboo chik for a natural, breezy shade, or outdoor screen blinds in a weather-resistant mesh for stronger sun and easier cleaning. Both cope with rain far better than indoor blinds.
A proper outdoor blind will, if it is rolled up during storms and allowed to dry. Chik needs a little more care; if the house is closed, store it indoors for the rains.
Yes. Screen meshes are made so you can see out by day while the blind cuts glare and heat. At night, with lights on behind, they are less private.
